The Whole Foods double bag conundrum

Here is something that perplexes me everytime I come home from Whole Foods.  

What is up with the double bagging?

I mean, I get it, the stuff in the bags is way too heavy to be supported in a single bag so they double bag it.  But it would seem to me that a more optimal solution for this issue would be to just make double paper bags to begin with.  Yep.  Manufacture bags that are double in strength is what I am getting at. Then you wouldn't have to put them together and take them apart.

Just sayin'.

(And please don't be haters and tell me to bring my own bags…I do…sometimes.  Besides the paper bags get used for taking the recycling out, so it is all good.)
